PERL

Perl is a script programming language that is similar in syntax to the C language and that includes a number of popular UNIX facilities such as sed, awk, and tr. Perl is an interpreted language that can be compiled just before execution into either C code or cross-platform byte-code. When compiled, a Perl program is almost (but not quite) as fast as a fully precompiled C language program. Perl is regarded as a good choice for developing Common Gateway Interface (CGI) programs because it has good text manipulation facilities (although it also handles binary files).

ActiveState's quality-assured, ready-to-install distribution of Perl, available for AIX, HP-UX, Linux, Mac OS X, Solaris and Windows.

Apache

The Apache HTTP Server Project is an effort to develop and maintain an open-source HTTP server for modern operating systems including UNIX and Windows NT. The goal of this project is to provide a secure, efficient and extensible server that provides HTTP services in sync with the current HTTP standards.
Apache has been the most popular web server on the Internet since April of 1996. The February 2005 Netcraft Web Server Survey found that more than 68% of the web sites on the Internet are using Apache, thus making it more widely used than all other web servers combined.
The Apache HTTP Server is a project of the Apache Software Foundation.

However, if you want to create applications or content for mobile devices and are looking for tools and SDKs, then visit this site, whose main aim is to provide Nokia tools and SDKs for your needs regardless of the technology (Java, C++, media/content creation) or tools (integrated development environment [IDE]) you are currently using. there are loads of free development tools on this site that will help you develop WAP sites or applications for your mobile devices.
